IMPACT OF STATE SUPPORT ON RESULTS OF AGRICULTURAL PRODUCTION

The purpose of the current research is to determine the need for state financial support, analyze its impact on agricultural production, and identify ways to improve its effectiveness. The research focused on the agro-industrial complex of the Russian Federation and the Penza Region. The authors examine the principles of state support for agriculture and its most common types (preferential loans and leasing, competitive grants, and subsidies). The increase in the amount of state financial support for the agro-industrial complex over the years was noticed. The total amount of financial government support provided to agriculture in the Russian Federation for 2020-2024 amounted to more than 2 trillion rubles. It has been established that the financial support provided to the industry and favorable market conditions enabled agricultural enterprises to achieve high results. The scale of agricultural output in Russia has steadily increased from 6,468.83 billion rubles in 2020 to 8,493.64 billion rubles in 2023, or by 31.30%. In the Penza Region, as in other regions, a large number of state programs are aimed at developing agriculture. Over the past five years, state financial support for agricultural development in the Penza region has amounted to more than 12 billion rubles, with agricultural sales increasing by 29.18% during this period. In 2025, the state support includes such new opportunities for the agro-industrial complex, as the “Agromotivator” grant for participants in the Russia’s Special Military Operation in Ukraine, a financial grant for new consumer cooperatives, and others. It was proved that, given the budget deficit, it is necessary to carry out a new model of the state financial support for the agro-industrial complex with the severe control of amounts and effectiveness, as well as up-to-date technological development. Updated rules prepared by the Ministry of Agriculture in Russia will be included in the state program for agricultural development from January 1, 2026.
